Sure. You could plant a cover crop in a flower bed. I would probably remove the plants, not use them as chop and drop mulch.

Would a cover crop be good for a flower bed where most of the plants are toast by mid-Jun/early July? And before I add a cover crop, do I chop & drop my dead flowering plants or cut and remove them?
